who pays for extra cam charges in lease when lease changes hands in last quarter?

Rules are what count and, as all have said, they are in the lease agreement. Some of this may also depend on whether it is a sublease or a new lease. Management groups usually identify the transfer of leases if there is a provision for that in the lease; CAM charges do usually change each year and the terms of the ways in which CAM charges apply to the leaseholder are identified in advance and the terms of payments due are also clearly stated. If the charges fluctuate that is also identified. In my commercial leases the details of CAM are well spelled out and usually are paid as part of the monthly rent. Others are charged quarterly, and some leases require payment as the charges accrue since they are dependent on weather, taxes, utilies, necessary repairs, etc. It is probably worthwhile to have an agent or an attorney review your lease and help you negotiate what is in your best interests considering your needs and goals. The lease is still the document that matters. Read through the lease for the language about this issue.

To my understanding it will be whoever has been identified already in the Lease Agreement - Lease contract. Read again your contract if any.
