what about apartment buildings in new construction?? how would that price differ from homes?
If i am looking to build from scratch a pretty pregtige apartment complex. I'm guessing 250 per square foot. If it is estimated by square feet. I'm really not sure.

FIRST ANSWER
Spending $250/sq foot on an apartment building would be unheard of in this area. Honestly, I'm not sure there would be a market for it. People willing to pay what you would want in rent to cover your expenses are much more likely to purchase a home in a condominium community where the yard work and maintenance is taken care of for them and they have the advantage of living in a private, detached structure.
