The owner of the home is ultimately responsible for the water and sewer bill. If your sister is a tenant in your home, and the tenancy contract clearly makes her responsible for paying for the utilities, it is conceivable that she may be able to get some utilities such as cable, phone, and/or electricity/gas in her name. However she may be required to put up a security deposit to the utility companies if she has no history with these companies. Tenants can also establish water and sewer accounts for a property they are renting.

FIRST ANSWER

Hi Moises:
No, you can't put the utilites in your sister's name. Your sister and her family could have their own phone line and number if they'd like. Are they going to being paying you any rent? They can use your address of the townhouse as the place they are living.
I hope this answers your question.
