A high ranch actually has its first floor at ground level and it is not unusual to find the kitchen and living room on the ground floor and the bedrooms upstairs.

Lower level kitchens are not uncommon in bilevels. The key is whether or not they were installed with proper permits and a certificate of occupancy was issued. Please check directly with the building department. You may have to pay them a visit.
