I think you need to contact a builder, developer, city or county. The answers will vary depending on the type of property we are talking about.
Also, be sure to check with the Restrictive Covenants of the particular neighborhood. Some communities have more specific setbacks than the town or county. There could also be guildlines where out buildings such as sheds & garages could be built.
Check with the city (or county if you are in a rural area) for setbacks. The setbacks are not necessarily the same on all sides either (typically a front setback, rear setback and side setbacks). You also need to check for any easements (such as those for utilities) or right of way usage that limit your ability to build. Finally, check your zoning to make sure you do not exceed height restrictions, maximum lot coverage, etc.
Depends on the property code of the location you live. Zero lot line homes are built right on the property line. Other localities may have a 20' setback from the street or 6' seperation between the homes, etc. Normally the local building inspector can advise you and some restrictions may be shown on the survey. You may also want to consider easements that affect building locations. These also appear on the survey.
