burns you can find out from the utility company but often it is not material to what your bill will be. Your lifestyle and usage will play a bigger role in your bill than what their usage was. A block over from me I can see a home that for the past 5 years since new owners moved in all the lights are on on the first floor and basement all night long. I am sure that they have a higher bill than I would if I lived in the home. This past morning when I was out for a walk the outside temp was 57. I heard a neighbors air conditioner cycling on. This will drive up their bill and possibly daaamage their compressor.
All in all you make your utility bill not the past owner.
