Do you mean Bradford County or the City of Bradford in McKean County?

Only lenders are concerned with appraisals. In Pennsylvania, each county has their own assessed valuations for property taxes. They aren't a very good indication of value. In the county where I live, there has only been one re-assessment in the last 40 years. Your best option is to ask a local Realtor to do a CMA (Comparative Market Analysis) on any property you are interested in. A CMA is an evaluation of a home's value based on available local market data.
