can he do that without any signed lease agreement or anything.

Massachusetts has very strong consumer protections laws and if violated comsumers can file a 93A against the company and could be awarded triple damages. To start this process call the Massachusetts Attorney General's offce at 617 727-2200. Sometimes just threathening this wil get your money back

I’m sorry to hear your son has to go through all that. Since I don’t know the full details it is very hard to answer. I would call the office of the Realtor and ask to speak with the manager of that office. If there’s still a dispute you can call MAR (MA Association of Realtors) and check with them 1-800-725-6272
