If they are coming around to reassess they will make several attempts to come into your home however if you do not allow them they will estimate the value.
It is up to you whether or not to let them in.
Have to? I doubt that they can demand but that's a legal issue, not a real estate one. You've already been told that it's not a bad idea because estimates are not only inaccurate but also take certain higher value assumptions (newer kitchen in an older house, for example.) If you have done improvements that the town does not know about because you did not get building permits, it may be the time to straighten that out. I KNOW that wise buyers check and the town can make you tear it all out. Better handle it now and get your assessment done correctly. It will bite you in the rear, sooner or later.
