They usually start at the local level...in the local paper wherever you are looking at potential properties.

If you are seeking a deal through these...good luck...Louisiana law is a little special.

You will do better with your time and money to find a good real estate agent to look out for you when specific type properties come on the market within your budget. Otherwise, you can potentially tie up your money for possibly up to 5 yrs or more with the hope of a foreclosure...then you have the issue of insurance on a house in disrepair, then code enforcement citations for an abandoned house, and a slew of issues not mentioned on late night TV ads.
