where can i get info on exactly when a house was foreclosed on and when it was put back on the market?

FIRST ANSWER

Normally from two different sources. The foreclosure part you can either subscribe to foreclosure reports like George Roddy's Foreclosure listing service, or you can check directly at the county records normally at the courthouse yourself for free.
As to when it gets listed again for sale, you'll need to check with the realtor who listed it or one in the area.
