It means that the home has been occupied/owned previously, unlike a new home or a foreclosure. Hope this helps.

It means that the home has been occupied/owned before. Other terms are new home for a home that had never been lived in/owned, and foreclosure, for a home that is being repossessed. Resale does sound strange doesn't it?
