FIRST ANSWER

WHY is the neighborhood filled with abandoned properties?

Will there be Renters or Buyers if you acquire these homes?

Is it a neighborhood where there is no employment, no appeal to retirees, no other reason for anyone to want to live there anymore?

Or is there a possibility of reviving / restoring the houses and the area, and getting a return on your investment?

If there is the possibility of seeing a return, then:

Find out who the owner of record is, by contacting the Tax Collector or Property Appraiser.

Contact the owner and tell them you are interested in purchasing the property.

Financing will be an issue - Investment Loans are challenging to come by, especially in an area with an excess of foreclosures.

Perhaps you can put together a package of houses for local investors, and you maintain part of the ownership.

You will need a Real Estate Attorney, and possibly a CPA to draft the documents for such a venture.
