How can the previous owner still be in the house? If there is a new owner you are no longer the owner and should be out of there.

An auction is not the final legal step in foreclosure there are a few more steps that need to be taken in order to transfer procession to the highest bidder. Once the final step, title transfer has taken place then the new owner would need to evict the previous owner and during that time it would be the legal right of the new owner to inspect the home not occupy it, so parading contractors around might be a bit much.

When you purchase an auctioned property in California is it up to the new owner to have the current occupant evicted? Is the current occupant a tenant? Is there a time period for them to be in the home?
Was it a bank auction, property tax sale, or sheriff's sale? Do you have to clear the title to the property? Auction homes are a very different type of sale. You need to talk to a real estate attorney.

If is was auctioned, why is the previous owner still there?
If the previous owner has a legal right to be there, then the answer is no. That would be trespassing. How would they even get in?
Need more info to know what is going on with this foreclosure / auction.
