how do HOA dues work if the home is going into foreclosure? Does the fee stay with the home, so when it's taken by the bank they are responsible?

That depends on the HOA. Sometimes the HOA will put a judgment against you personally. Check with a realtor or lawyer in your area to be sure.

The HOA unpaid fees become a lien on the home. The foreclosing lender will have to pay these fees if they want to sell the home and provide clear title. Purchasing title insurance helps to protect against any discovered liens on a property. The preliminary title report should provide a fairly accurate list of liens on the property for the date the report was prepared.
