Mark is correct. Any agent can list & market short sale or foreclosure properties. However when it comes down to the paperwork, strategy, & negotiation it really takes an agent that is trained & has experience. Short sales require negotiating with one or more lenders, the handling of sensitive paperwork, & specific time frames for tasks to be completed. Foreclosures involve some of the same but in some cases dealing with contractors & asset managers. The both involve patience, good communication skills, & following through. With all that said sometimes it still may not work out. I would suggest asking for a list of completed or pending transactions or references.
