Who should we hire to assist us in buying a house pre-foreclosure?

We are interested in buying a home to live in at the pre-foreclosure stage (not a short sale, though). I have done a lot of reading and am starting to be familiar with the process, but still feel that we would need assistance to guide us along the way. No help needed to find the properties, contact the owners or estimate market value, but rather "legal" help, i.e. draft an offer, guide us through the due diligence process, draft purchase agreement and assist with closing. Would we be better served by a real estate attorney rather than an agent? Does anyone have someone to recommend in the Mountain View/Sunnyvale area?
Additional question: Most real estate agents who advertise their expertise in foreclosures say they specialize in REOs or short sales, which is not the scenario we are contemplating. Is there simply no interest/incentive for agents to help buyers at the pre-foreclosure, non short sale, stage?
