Who is in charge of landscaping on a foreclosed commercial building?

As has been stated, the new owner (the bank) , is responsible.

In some cases they may retain the previous property manager on a large commercial building, otherwise they will generally have someone under contract to address these matters. The problem is finding the responsible party within the bank to issue the work order.

If you are a tenant in the building, contact the place where you send the rent payment. In some cases the work can be done by a tenant and deducted from the rent . Check the governing lease documents and your real estate attorney.

If you can contact the trustee that foreclosed, they might be able to give you the contact name.

Your best bet is to try to contact the lender who owns the property. The lender usually has vendors they can contact to get landscaping issues taken care of.

In may cases the organization that foreclosed would be but not always the case. If their is a management company they could be the one responsable. Each case may vary. You can always file a complaint with the city if you feel the landscape presents a problem or issue with the property.

The owner would be, which in this case should be the bank. But, they may not care about maintaining landscaping.
