Usually the buyer is responsible for dewinterizing and then winterizing it again if it is still winter time. Sometimes your home inspector can dewinterize the home for you.
The buyer will pay rewinterize after his inspections if he does not purchase and close on property. This hold true in most of my REO properties.

I think it depends on how the contract is written.
Patricia normally in my area if the buyer wants the utilities turned on for inspections they pay a fee to the seller or the sellers agent for dewinterizing. I just had buyers that paid a turn on fee and when the home home was dewinterized broken pipes were discovered. It saved them the cost of inspections because they decided not to proceed with the purchase based on the disclosure of broken pipes in a slab foundation.
