When can the new owner of a foreclosed home ask for rent?

When they show you proof that they're the new owner.

That might be why he said I would have to start paying on the 15th. He wants to progressively fix the house but the issues like no air conditioning in a few rooms and no flooring,only one working toilet out of three and he wants me to pay full rent and wait while they gradually fix things. I just am afraid of trusting another person. When i thought this was a rent to own I dumped 4 thousand dollars in it plus weeks of labor then the prior owner said she was filing bankruptcy leaving me powerless to recoup my money,

Depends on whether you are month-to-month or on a lease (and what it says).

I just assumed that there might be a period of time to actually gain complete recorded ownership. He offered me move out by the end of the month and we wont charge you rent or stay and pay rent starting the 15th.

I had a year lease that expired and we never signed another lease so it was just month to month.
