We want to make a cash offer using a large tax refund. May we use the tax return as Proof of Funds even if the funds have not hit the bank account?

If it's been sent to you as a check from the IRS then you can. If it's just what you have figured that you will get back, then you can't since that is not proof that you will get it. The IRS could deny your claim, although it's not likely but it is still funds you are expecting and do not yet have. But if you are making the offer to a person it will be up to them if they accept your return as proof.
