Putting in an offer on a foreclosure and the home inspection costs

If I were to put in an offer on a Bank owned foreclosure and then had a home inspection, if the home inspection was worse than I thought, could I get that money back or would it be a loss on me?

Also, how do you get a home inspection on a home that's been winterized? How do you get the utilities turned on for one day? What types of costs will the utilities companies charge to have them turned on for one day?

I know this is late in coming and I don't know if you ever put in a bid yet but to answer your first question, yes your hand money is refunded as your contingency in your sales agreement. Secondly if the property is "winterized" there is sometimes a fee of $150--$300 for the listing agent to arrange for de-winterizing, and if it is still winter to winterize it again. It would be a loss to you. Usually if you want to get an inspection on a winterized home you have to pay to have the utilities turned on. In my area I've seen fees of about $250, which is payable BEFORE the utilities are turned on.
