If you are referring to the auctions on the courthouse steps, then the answer is NO.

If you mean the public auctions for homes that no one has been able to sell any other way, then the answer is most likely yes. Bring a set of nose plugs …

If you are talking about a foreclosure auction that is being conducted on the courthouse steps, the answer is “no” you cannot see inside the houses that are being auctioned. The houses are in most cases still occupied by their owners and they are not available for public viewing except for what you can see from the sidewalk.

For any foreclosure auction, you're allowed to see as much of the inside as you can from the windows. If you're looking to invest in those units, it's best to work with an experienced investment realtor and general contractor to make sure you can handle whatever surprise you find inside.
