I've been looking through foreclosed properties and was wondering where I could get more information on how

the process works when buying foreclosures.

There is a property listed as REO at about a eighth of the value of surrounding homes. Does this go up for bid at this point? Do banks finance these types of properties? The property is in Illinois, if that makes a difference.
