I have a grievance with a list agent for a bank owned foreclosure, I am still interested in the house and

would like to make an offer to the bank without the intervention of this list agent. What recourse do I have?

That agent works for the bank, not for you. You need a buyer's agent to work on your behalf. It shouldn't cost you anything, because the seller will pay the buyer's agent.

Banks will not normally deal directly with consumers on foreclosures. The listing agent is often the sole representative empowered to deal with offers. If you have a real problem with this agent I would recommend going over their head and speaking to the agent's broker to air your grievances
