The city of Reading does have a lot of rehab properties with potential but you could better off investing a little more in the outskirts of Reading like Muhlenberg, Wilson, or one of the slightly higher price markets. These markets have a shorter DOM, days on market, than the city because they are more desirable areas. There a bunch of people rehabbing Reading properties because of the low prices but you could get as good if not a better return outside of the city.
