Kate, I would think financing is the key in your situation, if you get that arranged then you can find information on Foreclosure, purchase/bid process ect. in these places..
Start with Detroit...

To search county tax sales you can use this public records search machine..…

For REOs/Foreclosures you can use the Bank/Gov. Databases for info on the Purchase/Bid process and to get property info...Like these databases.... .... ...

Now is a great time to buy the qustion is where do you want to buy and do you plan on living in it or having it as an investment property. Do you plan to pay cash or do you need financing? Are you a Permenant Resident Alien or are you here on a Visa? There are so many questions, you need to talk to a professional in the area your interested in and discuss your financing options.

Florida is great and the prices are unbelevable.

For appreciation and stable income from workers with stable jobs chose the sunbelt states. Of those chose the ones with low property taxes. These sunbelt states are the (only) growing parts of the US. Area is located in the lower part of the southeastern section of the country. Texas has very high property taxes due to having no state income tax yet rents tend to be low there which is bad for an investor so look (at states) east of Texas. Alabama is a growing state attracting alot of foreign investment , MERCEDES-BENZ and Hyundai have their US plants there and many many states vowed and fought to get these two plants and ALABAMA WON THE PRIZES BOTH OF THEM!!! Japanese and other foreign companies placing large manufacturing concerns there (WELL DOCUMENTED, READ ABOUT ONLINE) , particularly in the middle of the state. It is becoming the new car manufacture center of the nation and is up and coming as a hi-tech engineering center (around the Huntsville, Alabama area) and rumors of another foreign car plant to be built soon in Perry County, Alabama.. Read up on this growing state online before you invest. There is alot of growth there and low property taxes and insurance rates. The growing economy affords the luxury of in and out corporate types making for a good market to rent in. We bought two homes in a small town outside of Selma and have had one hundred percent occupancy for many many years. It is a splendid state with tourism and industry and low taxes and a wonderful climate as well as wonderful race relations. Alot of car manufacturers are locating there as well as high tech industry. It is an area worth looking into. Good luck.

Well Kate, are you buying for yourself or as an investment? Do you plan on coming here or doing everything electronically? Did you want to buy a turnkey property or one to renovate? How much did you want to spend and how many properties did you want to buy with that amount? Where do you think you want to start? Right now Detroit is a hot place for investors. You can search the web and youtube to find out more. Look at this website to see some government owned homes .
