I am considering making a bid on a Fannie Mae property in Iowa listed for $249,900. Is $213,900 a good offer to start out with? Any suggestions?

Are you shoping around or you want the house?

If you like it, many other will too. Make your best offer from the beginnig, you might have only one oportunity to buy it. In multiple offers situation banks are not countering and take the higher and best offer.
What is your financing? FHA or Conventional? Large or small down payment? Seller will review this items and will take or denied your offer.

Are you serius or just lets see if this works out.
I understand you do not want want to over paid but you might not be the only interested buyer for that property.

Anyway, write an offer, don't wait to long.
