The answer is for Philadelphia only, They Sheriff Dept sends service only thorugh US postal system. You will not get served by Peron, like other Civil actions. The bank must be able to prove that they served or tried to serve the home owner. There are certain steps that they must take before a foreclosure can happen. I PA the process is judical so it would be hard for a bank to foreclose without notice. Some borrowers try to avoid service but this does not work. The lawyers know how to address this.

The answer is yes, but the papers are served by a sheriff who is not required to hand the papers directly to the person so the papers may have been served but the person may not know.

If the bank was not able to get in touch with the owner of the house then yes. This is a complicated matter and the answer depends on the situation. I suggest you get an attorney to stay or postone the sale.
