I am a REALTORÂ® in Texas, and to my knowledge there are no banks that will rent out their foreclosure properties. Their objective is to get rid of them as quickly as possible.
If you are looking to "rent" this property, would it be possible for your parents to purchase the house and pay the mortgage instead of paying your rent? I know you said that you are not working, but are you receiving any type of income such as disability, social security or anything of that sort? (That is not a question for you to actually answer here, just something to think about).
Visit with a local lender who may be familiar with assistance programs. If your children receive any kind of special assistance such as medicaid, speak with your social worker. If your children receive physical therapy or special schooling, speak with the social workers or other workers there. They are usually familiar with any types of programs that may be available for your unique situation.
Be aware however that if the home is in poor condition (re: vandalism, etc), then it will be less likely that these programs will be able to help you and the home may require more work than you are willing to put into it.
