It looks like you are thinking to move into Morris Co. Good choice. Morris Co. is very large, and price will depend on exact area and the type of property. I would say the minimum, what you may find, can be around $1.15-1.25/sq.ft, but average would be around $2.00/sq.ft
From my experience as a real estate broker in residential rental field I could say, that in 95% tenants pay all utilities, if you rent privately owned condo or house. There are many Garden Apartment complexes in Morris Co., where utilities may be included in rent. Too broad a question. In an old multi-family house in a run down area, you might find a 2BR 1,000 square foot apartment you could rent for $900, or 0.90 per sqft. Or a 500ft studio in a garden complex in an outstanding area might rent for $900, or $1.80 sqft. And then you have to figure if utilities are included or discounted in your calculation. Or amortizing a real estate commission. Or including parking or free laundry.

I think it is better to evaluate a residential apartment qualitiatively based on its individual merits rather than attempting to distill it to a unit estimate. It just doesn't work the same as commerical space, for which these computations have more relevance.
