Contact the listing agents for any condos for sale to see if they may be interested in renting, or go through the standard avenues of Property management companies, craigs list, kitsap sun ads etc. etc.
If you really want to dig deep- you can use the Kitsap counties website to do a parcel search by address and pull up the owners mailing addresses within that building.
