Shelly,

Generally new builds are not going to be "rental" material. You should consider talking to the bank to see if you can qualify for a loan or start looking at homes to rent. Look for an older home (built in the 50s,60s,70s) that has been on the market for 6+months, the sellers will be much more likely to consider your rental offer than new build owners.

Are you currently working with an agent in Falling Waters? That is going to be the best way to check to see if for some crazy reason the new build owner is willing to rent. If not just visit my website and shoot me an email, I know a few good agents down there I can get you hooked up with.
