Can a unit owner press legal charges for not allowing them to rent their unit?

In our 15 unit Condo Rules and Regulations (not in the bylaws) it is stated that no rent is allowed. Board members worry that the unit owner can sew us for not allowing her to make money to pay her overdue assesment fees (more than a year old dues). Can the unit owner do that and what can we do about getting our money from her?
