Within the city of Williamsport there is a city program available that may help in this situation. They can offer up to 20% financing at 0% interest and as long as you live in the home you can defer payments for 15 20 years. There are strict qualifications however such as income. It sounds like your sister has a few options. One, she can start working to repair, pay-off, & clean up her credit to put her in a position to get a Mortgage down the road. Working closely with a Mortgage Professional will help her in this task, as they should be able to lead her in the right direction. Another option, is what is called a Hard Money Loan which doesn't look at credit scores per se....rather capacity to pay (income) and collateral (money down or established equity in a property already owned). The lenders have tightened up their guidelines due to everything that is going on with the market right now. As somebody said previously...depending on her situation...she might have to have money down and she needs to plan on paying a higher interest rate. It almost sounds as if you are saying she was able to obtain a mortgage despite the low score. If this is the case - she is also more than likely paying "primo" interest rates.
Don't be deceived by those ads - low credit score, no problem!! You will be paying mostly interest.

It is going to be hard to get a mortgage with such a low credit score unless you have a lot of money / cash for downpayment
