203k Streamline: could I finish an attic?

I was reading the guidelines for the streamline K on the federal website, and it says no structural work can be included, no room additions, but you can finish a basement (as long as it doesn't require structural work). Would putting stairs in and finishing an attic be considered structural? We're looking at a cape cod and we'd like to finish the upper level. I'm thinking we'd have to go for the full 203k to put in stairs but figured I'd ask to see if anyone knows. Thank you in advance!
