I believe the guidelines for termite inspections vary from state to state even though it is a federal inspection. Below is a link to an FHA site about termites. Your lender will tell you if the inspection is mandatory or not.

FHA being a Federal not a state program, I would guess the pest inspection is pretty universal state to state. But yes an Illinois realtor would be able to answer you more definately.
