I'm not familiar with Barstow's FTHB programs, but you would most likely get the best answer going to their city hall and asking this same question. You maybe able to get a lender referral and agent referral that is familiar with it as well.

The HAP for San Bernardino County closed effective 07/01/12
However, there is still CHF Homebuyer Funds http://(WWW.CHFLOAN.ORG), NHF Homebuyers Fund http://(WWW.NHFLOAN.ORG), and the CHDAP, which is the State Assistance Program (http://www.calhfa.ca.gov/homebuyer/programs/chdap.htm). There is information on qualifications, requirements, and approved loan officers/lenders.

Barstow did have a City Map program but that has been discontinued. There are more programs out here for first time buyers that will help with down payments and closing costs such as the CHDAP program. It is best to use a local lender who has access to these funds for you if you are tring to get assistance.

From what I found online it appears to be still available, although you should contact the city directly and find out for sure. Their website is http://www.barstowca.org/site/

Last I heard they were still offering it when I spoke with a prospective buyer on one of my listings out there. She wasn't my client so I didn't get details. But I do know there are a lot of good programs and a lot of banks ae paying closing costs

http://www.barstowca.org/site/index.php/home-ownership is the program information, it was last updated as of June 22nd, 2011, so if funding wasn't available they would probably have posted an update since then saying that it's been suspended, etc. I'd review the program information and if you feel you would meet the requirements then contact at least 3 lenders from the approved lender list.
