after a house fire at what stage in rebuild can homeowner refinance that home to pay for rebuild

It seems that you are in need of money to rebuild the property. First option is to claim from the insurance
call them and get the estimated then 2. Refinace the property but the thing is hard to refinance at this time
or get a Private Money lender that is my option...sometimes private money will do it ...
