All of the items you mentioned would be acceptable with a Full 203k. You may tear off the entire porch and build new or you may simply reinforce. The same would apply to the driveway as well. On a side note, item #8 on a Consultant's Work Write-up is labeled "Driveways".
Repairs to the deck would likely be allowable for the 203K (health and safety issues); however, total replacement might not be possible. Paved driveway? As is repairing a issue, or just paving a driveway? if the latter, I seriously doubt it. It may be lender specific; however, i have never seen it done....on the other hand, none of my clients have ever made the request. Check with a local 203K specialist. Best of luck!
