There may be some confusion here because Carmel Valley, CA is actually located in Monterey County, which, as of May 1, will have a hi-cost conforming limit of $729,750. San Diego, come May 1, will have a hi-cost limit of $697,500, as the others have stated below.

The conforming loan limit in California is $417,000. As for a jumbo loan, there is no limit on the upper end. However, your down payment requirement will increase as your loan amout increases.
The very best thing you can do is contact a national lender (Countrywide, B of A, etc) to get their requirements.
