Here is the best resource for us in Illinois. For rough estimates use 10 cents per kW hour and 75 cents a therm for natural gas. Use them loosely, however.

There is no average. It depends on the size of the property and a dozen other factors. Once you find a property you like, you can call the utilitiy companies and get an 'energy average' for the past 12 months, but the current owner might not use the utilities the same way you do. You can also ask the owner for some past bills.

It all depends on what your looking for. House? Condo? 2 flat? Size? etc. Once you get these, its pretty easy to figure out. If its a condo, you have to figure out what is included in the assessments. Tell your agent what building/house/2 flat your interested in, have them call up a few similar properties in the area and ask the listing agent.

If you are looking to purchase, I would recommend talking to an agent. They would be able to get you that information about a particular property. Your question is very broad and difficult to answer because it depends on how well insulated the property is, how effecient the furnace is and how much energy you use as an individual.

That would be where I would start my search.
