Ask the lender for a GOOD FAITH ESTIMATE. iT WILL INCLUDE ALL THE FEES NEEDED TO GET YOU TO CLOSING. $3000 is a good esimate $10,000 means you are being taken advantage of unless you are buying down interest rates ( not required in todays market 4.5-5% are typical) the lowest in 40 years.

the Questionare fee is coming from the HOA and if you are applying for a mortgage it is required that the fee be paid. In this case since you are the buyer it would probaly need to come from you if you want to purchase the unit. This is done in order to conform the loan to guidelines so you can either put down the 25-30% needed in todays world to buy a condo.
Steve ius correct there is no law as to who pays but it is customary that the fee is paid by the purchaser (buyer)
you can ask the seller but they probably wont but its worth a try?
