In the short-sale of my condo, how do I know that my mortgagee complied with the new game-changing HVCC rules?

Ask for a copy of the Appraisal. You must have paid for it.

The appraisal if done under HVCC rules will have a "Certificate of Non-Influence and HVCC Compliance"

I suggest that you ask him.
I don't know about CA but here in FL we have a sellers disclosure form and that is where the seller has to write down all repairs and modifications.
And then there's always the possibility of hiring a home inspector to find out.
