I have been looking at a 203k refinance but I have read that contractors don't want to deal with the paperwork and deadlines involved.

There is a new and improved FHA 203K streamline program where the borrowers can borrow up to 110% of the appraised value providing quotes for the items they want to address (some limitatations like no structural changes but can be used for just appliances). Quotes need to be accurate as only these amounts will be paid even if final invoice is more. The lender keeps the additional funds and pays out on work completed. My buyers are replacing an really old furnace with asbestos in it, was really painless as no general contractor required.

That's not true. I have dealed with Wells Fargo's 203k and they require 3 different bids from contractors and they have to be licensed and bonded.
If there is major construction, all that has to be done is agreeing on closing days. Instead of 30 days ask for a 50 or 60 day escrow. But for retrofits or replacing a kitchen usually takes 3 to 4 days if they have everything.

Usually the selling agent will get the contractors not your agent, unless you are selling your home and needs to meet FHA guidelines to fund.

You should work with an real estate agent. Interview agents and see if they are knowlegdable and if they are bam! There you go, hire the one you feel more comfortable with.
