The Neighborhood LIFT program is being administered by Neighborhood Housing Services of Southern Nevada. You can contact one of their counselors by calling (702) 649-0998 for the program details.

As the ED of the nonprofit that actually administers the LIFT program, I suggets you contact Neighborhood Housing Services of Southern Nevada (NHSSN). NHSSN is the only organization that can grant you $15,000 in LIFT Funds. Wells Fargo donated the money to NeighborWorks American and NHSSN received the grant to provide the $15,000 Down Payment Assistance. So while Wells Fargo can act as the first Mortgage Lender they do not provide the funds for the second. NHSSN can provide you with a list of approved lenders and realtors that have been certified.

Yes it was initally rolled out in Atlanta and California. Then it was approved for Nevada and other states. Here is some of their information from Wells Fargo.

NeighborhoodLIFTSM program down payment assistance grants include income and owner-occupied home specifications including not exceeding 120 percent of local median income; an eight-hour homebuyer education session with the approved NeighborWorks America affiliate; a commitment to stay in the home for five years and qualification for a first mortgage on the property. Representatives from Neighborhood Housing Services of Southern Nevada, and the City of Las Vegas will be on site to help with the processing of applications for grants and other services.
You can Google the Lift program for all the information. It looks interesting. Let me know what you think.

Update:
I don't know how things were in 2012 when the thread started, but now I am being told things the seem to be lies or bait and switch.
LIFT - After receiving assurances, from 2 individuals working for NHSSN, which runs the Vegas Lift (NHSSN), that the funds would be available for 3 months, I went to buy a house I and was informed by my lender that the funds suddenly ran out after a 'surprising' number of applications were made in 2 weeks. Meanwhile, the news is reporting that there are few buyers in the Las Vegas market.
WISH - I was told by 2 lenders the WISH program directed me to, that as a person from another state, I would be eligible. Until I told them it says on an official document that you have to be a resident.
