Does anybody do construction loans for an unfinished home w/o a Certif Occupy in Santa Barbara?

Thanks for anyone's advice on 203K loans for this unfinished Santa Barbara, CA home, but was told it had to have a Certif of Occupy. This home has an ext but only framed int. It was built in 04 and has never been lived in. Can't find funding for it. Last resort is construction money. Any referrals?

These days outside of FHA 203k and Fannie Mae Homepath, most construction loans are through private money sources.
