Can you get a governers house and add a basement and garage with a FHA loan?

FIRST ANSWER
Not sure what a governors house is? FHA will allow up to a 4-unit home as long as you live in one of the units. The 203(k) has two levels. One with a cap of $35k for repairs and one for over $35k worth of repairs. While I have investors for under $35k the over is very hard to find an investor to loan.
