They said they refinanced in April 2010. April 2010 is not March to May 2009. They don't need to speak with anyone as the answer was very simple.
No, they cannot refinance again under HARP.
Sometimes less is more and there is no need to send them on a wild goose chase to another website to find out what they were just told.

I recommend that you speak directly with a mortgage lender regarding this. My understanding is that the mortgage can not have been refinanced under HARP previously unless it is a Fannie Mae loan that was refinanced under HARP from March-May 2009.
