Is a home considered unfinished if there is no carpet in the living room and dining room, and hallway?

We have a bathrm w/ 2 areas divided by a sliding door & wall. 1 side: tub & sink, 1 side: toilet & pedestal sink as powder room. Is bathrm 1.5 bath?
That would be a full bath. If one side only has a tub and sink it would need a toilet in order to be called a bath.
